Village Taxes

Separate payments for Village of Three Oaks taxes (village) and Three Oaks Township taxes(township) are required and must be paid to the appropriate office/treasurer.

IF YOU USE ON LINE BANKING, BE SURE YOUR ACCOUNT HAS THE CORRECT ADDRESS

AND INCLUDES YOUR PROPERTY NUMBER (starts with 11-47-)

Mail your village tax payments to P.O. BOX 335, pay in person at the Village Hall or use the drop box at Village Hall (left of door). Please return the bottom portion of your bill with payment. The top portion of your tax bill is very valuable when filing your income taxes. Please file the top portion immediately upon payment so that you will know where it is when tax season rolls around.

LAWN MOWING

Remember these rules (Ordinance #124):

  • The Three Oaks Police Department will issue citations to property owners of any lawn that exceeds the 6 inch limit.
  • The Village of Three Oaks will have the lawn mowed and the property owner will be billed for cost plus anadditional charge as allowed by the ordinance.

YARD WASTE

Remember these rules (Ordinance #184):

  • Containers must be the paper yard waste bags (available at local grocery, lawn, garden and hardwarestores) OR 32 gallon cans clearly marked "Yard Waste" OR in Biodegradable plastic bags (available on-line and at some stores).
  • There is a 60 pound weight limit on all containers (bags or designated yard waste receptacles containing yard waste).
  • Yard waste collected in non-biodegradable plastic bags or single layer paper bags is prohibited and willnot be collected.
  • Mixing of yard waste with your regular trash is prohibited.

Acceptable yard waste is considered to be grass clippings and garden weeds, leaves, and trimmings.

  • Brush (2" in diameter or less) may be considered yard waste and packaged in either of the above-mentioned ways. Keep grass and brush separate.
  • Trimmings / Branches between 2" – 6" diameter will be collected with the yard waste provided they are 4 feet maximum in length and neatly stacked as curbside bundles.
  • If you have trimmings larger than 6" diameter, contact a private tree service contractor or refuse hauler.

Yard waste improperly packaged or mixed with other materials:

  • Yard waste placed in improper containers or mixed with other materials WILL NOT BE COLLECTED.
  • A violation notice may be issued advising the owner or occupant to remove the yard waste from the curband separate it for the following week’s collection.
  • If the yard waste is not removed from the curb, residents will be assessed charges to have the debrisremoved.
Are you a Senior Citizen (62 years of age or older), paraplegic, quadriplegic, eligible service person or veteran ,eligible widow, blind person, or totally and permanently disabled person, with a TOTAL household GROSS income of $40,000 or less for 2009? If so, you may file for a deferment of your taxes to February 14, 2010. Deferments must be filed by 5:00 p.m. on September 14th. Please remember that is NOT an exemption – only a deferment.

I hope everyone is having a great summer! I can tell you that the Village employees and elected officials are continuing to work hard every day to get us back to where we all want to be. We have made great progress in the last 20 months, but we still have a ways to go.

During the election campaign in 2008 I told you that I thought it may take five years to get us back to solid economic shape and to see major improvement in the streets and sidewalks. As you all know by now, we started the reconstruction of our streets early this summer with Paw Paw Street and Locust Street. In addition to our plan to rebuild the worst streets we plan on sealcoating streets that are starting to crack, but which do not have major pothole problems. Linden Street and the Hickory Street Bridge are examples of the sealcoating process. Sealcoating does not make the street smoother, but does help prevent water from getting into the cracks and freezing during the winter, thereby increasing the size of the crack and causing significant deterioration. This process can add years to the life of the street while we rebuild the worst streets in town.

Our financial condition continues to improve thanks to "watching the basket like a hawk". However, our reserves still are not where we would like them, so we continue to be very diligent in building up those savings accounts. We are uncomfortably dependent on the State of Michigan providing revenue sharing funds. Those funds are not guaranteed and depend somewhat on the financial condition of the State. Like every other municipality in the state, additional cuts in revenue sharing would most likely mean cutting back some services. We are hopeful that our representatives take that into consideration when drafting this year's State budget.

We are planning some major water and street upgrades in 2011. Please plan on attending the Town Hall Meeting on July 28, 2010 at the Elementary School. We will be discussing the details of both the water system upgrades and the street improvement programs for the next couple of years. This is your chance to have input into those improvements.

We recently completed a Water Reliability Study mandated by the Department of Environmental Quality. The Study pointed out some glaring deficiencies in our water system. Those deficiencies must be rectified. Apparently the DEQ has been notifying the Village of the need to do just that since 1997, but nothing has been done. We will review the report in detail and have excerpts available at the meeting. In conjunction with making the badly needed improvements we will be upgrading a major portion of the water lines in the Village, some of which are well over 50 years old. Along with replacing the water lines, improvements to each of those streets will be made. In some cases, the entire street will be rebuilt. Yes, North AND South Elm Street will see major improvements beginning in the spring of 2011.

Thanks again for all your patience and cooperation the past year and a half. It is very gratifying to see everyone work together to ensure that Three Oaks remains the greatest place on the face of the earth to live and raise a family!

First time in over ten (10) years, new street improvements for the Village of Three Oaks!

As promised, the Village of Three Oaks has begun the long awaited “Street Improvement Plan”. Reconstruction and complete re-paving of Paw Paw Street and West Locust Street is expected to be completed before Memorial Day. Our commitment was to re-pave North Elm street this spring. However, we have submitted a grant application with the USDA Rural Development agency for a major upgrade of our water system. Upon receipt of the grant, work will begin in early 2011. It would not be fiscally responsible to spend approximately $90,000 to re-pave North Elm Street this year, and remove it next year for the water project.

Our goal is to pave and rebuild as many streets as possible with annual street revenues. We continue to work diligently to coordinate the street work with the proposed water grant to maximize our financial resources and avoid costly duplication.

We also have a grant commitment to help reconstruct portions of South Elm Street in 2011. The extent of the improvements will be based in part upon the amount of the water grant and the scope of the water project.

Currently, our village street personnel are installing a new base on Paw Paw Street between Elm Street and Oak Street. As a part of our “Long Term Street Improvement Plan”, new base will be installed in all areas necessary to insure longer road durability.

Reith-Riley Construction Co. began removing and replacing curb and gutter on Paw Paw Street and Locust Street today, in preparation for their re-paving.

We thank our residents and business owners for their patience with the “Long Term Street Improvement Plan”. Our objective is to restore all the streets of Three Oaks to an acceptable grade which our residents and visitors have come to expect.
